Insert Troops (admin correction tool)

Add troops to an army/navy: pick a game, kingdom, troop, count, and army, then Insert. Additive — troops appear immediately (no cost / no build time). Use to correct mistakes or set up test battles. Troops come from the kingdom's canonical catalog (named units), so the battle engine enriches them normally. (More insert tools will be added here later.)
